St. Bernard’s Boys and Girls basketball Rules

The following rules will be utilized for all leagues within the St. Bernard’s Youth Basketball Program. They are designed to promote sportsmanship and a sense of fair play.

We will follow the 2004-2005 Official High School Basketball rules as published by the National Federation of State High School Associates. In order to adapt those rules to our league, we will make some changes and exceptions. They are as follows:

I. Playing Time (Game)
Games will consist of four quarters.
There will be a one-minute break at the end of the first and third quarters; the half time intermission will be four minutes.
Each quarter will be comprised of 9 minutes running time. The clock will be stopped at every whistle during the last 2 minutes of each half. The clock will also be stopped briefly at each shooting foul in order to allow the players to line up properly. The clock will be started when the ball is placed at the disposal of the free throw shooter. The Novice Division will play 8 periods, each of which is 4 minutes in duration.
An overtime period will be played at the end of regulation time if the score is tied. There will be as many overtime periods as necessary to determine the game. Each overtime period will be 2 minutes stop time.
Each team has 2 full timeouts and one 30 second timeout per game. The timeouts can be used during any period of the game.

II. Playing Time (Players)
Each player must participate in at least one-half of the game. Failure on the part of the coach to ensure that this rule is adhered to could result in the forfeit of the game.
Each player must sit out at least one-quarter of the game. If there are only five players present, each player will play the entire game. In the event that a team only has 6 players, the opposing coach will select which 2 players will sit out. This decision must be made before the game.
If a player is frequently absent from practice or is a discipline problem, his /her playing time may be reduced below the minimum as long as the coach has permission of the league coordinator and the intramural director.

III. Defenses
1. In the Novice and Junior Divisions, there are no zone defenses allowed.
All players must play man to man defense. A player may double-team an offensive player if that player is within six feet of the offensive player he or she is guarding. The defensive players must always play within six feet of the offensive player they are guarding and not a spot or area of the court. Any defensive player already defending in the paint or within 3 feet of the paint may pick up any loose player in the paint. All defensive players must begin covering their man at the three point line. If there is no three point line, it will be left to the discretion of the referee’s and the coordinator.
If a team violates these defensive rules, the referee will call an illegal defense violation against the team and issue a warning to the coach. The penalty for any other illegal defense violations called against that team during the remainder of the game will result in a two-shot technical foul and possession of the ball.
2. During the first three quarters of the game in the Novice and Junior Divisions, and the Girl’s Intermediate Division, the defense must fall back past the half court line as soon as the other team has obtained possession of the ball. “Possession” is defined as the point at which one player clearly has sole control of the ball. This will strictly be a judgment call on the part of the referee.
3. Zone defenses are permitted in the Intermediate and Senior Divisions.
4. A full court press is permitted as follows:
Novice and Junior Divisions- the last minute of the game
Girls Intermediate Division- the last two minutes of the game
Boys Intermediate Division and the Senior Divisions- the entire game

Either team may press using the above rules as long as the score is within 20 points for boys and 15 points for girls.

IV. “Scoring Out”
A player will be ineligible to continue in a game if he has reached or exceeded the maximum number of points allowed in a game. This rule is designed to prevent any one player from completely dominating the game. The number of points that will result in the removal of a player from a game are as follows:
Novice Division- 14 points
Junior Division- 14 points
Intermediate Division- 16 points
Senior Division- 20 points
A player becomes ineligible at the time he/she reaches the maximum point total. However, a player can not “score out” on a free throw. The player is deemed ineligible when he/she scores a field goal, which totals the above number of points. In the event of a player being fouled while scoring a field goal that will give them the above number of points, that player may shoot the free throw and then immediately leave the game.
A player who has “scored out” may return during an overtime period with out any limitation on his scoring. There is no “score out” rule in overtime.

V. Foul Lines and Free Throws

The Novice and Junior Divisions will use the 12’ foul line.

In the Novice Division, there will be no penalty if a player commits a violation by stepping over the foul line during the act of shooting a free throw in the first five games of the season. Starting with the sixth game, if a player commits a violation by stepping over the foul line during the act of shooting a free throw the free throw will not count.

In all other divisions, if a player steps over the foul line while shooting a free throw, the free throw will not count.

In all girls divisions, when a free throw is being administered the players will line up as follows:

The first block on each side will be left empty. The defensive team can place as many as four players on the other blocks. The offensive team can place two players on the blocks as well. The teams will alternate with the defensive team receiving the first position on each side (which is the second block). Any remaining players must line up past the top of the key. On the release of the free throw, all the players on the block may enter the paint. The shooter as well as the players past the top of the key must wait for the ball to hit before they can move.

Technical Fouls
An intentional foul is a two shot technical foul and possession.
A flagrant foul is immediate ejection from the game, a two shot technical foul, and possession.
Cursing- if a player or coach curses, they will immediately be ejected from the game and charged with a technical foul. The other team will shoot two free throws and receive possession.
Fighting- if two players are involved in a fight, a double technical will be assessed and both players will be ejected from the game. If player “A” taunts player “B” and player “B” strikes player “A” a double technical will be assessed and they will both be ejected from the game for fighting.

To ensure equal playing time for all participants, we have established a rule that will be used throughout the season and playoffs:

For Novice Divisions Only

* Every player must play in at least 4 periods (half a game) and sit out 2 periods (one quarter of a game).
* No player can play an additional period unless every other player has played in 5 periods each.
* Prior to the game, both coaches will select 2 players to sit out the fourth and sixth periods. The coach will inform the coordinator as well as the other coach.
Below is a breakdown of playing time based on the number of players you have:
If you have 9 players, 4 will play 5 periods and 5 will play 4 periods.
If you have 8 players, all 8 will play 5 periods.
If you have 7 players, 5 will play 6 periods, 2 will play 5 periods.
If you have 6 players, 4 will play 7 periods, 2 will play 6 periods. In this case, the opposing coach will pick 1 player to sit out the 4th period and a different player to sit out the 6th period.
If a team has only 5 players, there are no restrictions.

For Junior, Intermediate and Senior Divisions

* Every player must play at least half a game and sit out one quarter.
* If a team starts a game with 6 players, the opposing coach can pick 2 players he that he does not want to play all 4 quarters. The coach will inform the coordinator and the opposing coach prior to the game.
* If a team starts the game with 10 players that coach can pick 2 players from the opposing team he wishes not to play 3 quarters. The coach will inform the coordinator and the opposing coach prior to the game.

When you have 7 players, 6 play 3 quarters and 1 plays 2 quarters.
When you have 8 players, 4 play 3 quarters and 4 play 2 quarters.
When you have 9 players, 2 play 3 quarters and 7 play 2 quarters.

For all Divisions

A game may start if a team has only 4 players. A 5th player may be added from the spectators with the coordinator and opposing coach’s approval.

If a player arrives late for a game, they are considered to have played the period that they missed for calculating playing time. If a player arrives at half time, they must play one quarter of the game in the second half.
